ED Files Complaint Against Gurinder Singh, 9 Punjab Officers

ED initiated investigation on the basis of FIR and various challans filed by the Vigilance Bureau

Directorate of Enforcement (ED) has filed a Prosecution Complaint (PC)
against Gurinder Singh and nine officers of the Irrigation Department of Punjab
and four private persons under the provisions of the Prevention of Money
Laundering Act (PMLA), 2002, on 14/12/2023, before the Hon’ble Special
Court, PMLA, Mohali. The Hon’ble Court has taken cognizance of the PC on
14/12/2023.
ED initiated investigation on the basis of FIR and various challans filed
by the Vigilance Bureau, Punjab under various sections of IPC,1860 and
Prevention of Corruption Act, 1988. It was alleged that various Detailed Notice
Inviting Tenders (DNITs) for certain irrigation project works in Punjab were
tailor-made, keeping in view of the eligibility conditions of Gurinder Singh
Contractor. Besides, various other irregularities were also noticed in relation to
the allotment and execution of such project works in favour of Gurinder Singh
Contractor, which resulted in a huge loss to the government exchequer.
In this connection, during the course of the investigation, ED initially
identified and attached movable properties in the form of bank balances
totaling Rs. 41.50 Crore (approx.) as proceeds of crime beneficially owned by
Gurinder Singh. Further investigation conducted by ED also revealed that the
proceeds of crime so acquired and obtained by Gurinder Singh were also
available in the form of various immovable properties. Accordingly, another
provisional attachment order was issued to the tune of Rs. 70.15 Crore. Thus,
the total POC identified and attached in this case stands at (approx.) Rs 112
Crore. Further investigation is under progress.
