
MENTIONS HISTORICAL EVENTS TO UNDERSCORE IMPORTANCE OF ‘PREVENTION OF CRIME AGAINST RELIGIOUS SCRIPTURES BILL, 2025’
Chandigarh, July 15 ; Punjab Finance Minister Advocate Harpal Singh Cheema on Tuesday brought the Justice Gurnam Singh Commission Report to the attention of the Punjab Vidhan Sabha. This report focuses on the tragic incidents of the year 1986. A copy of this report is in the Vidhan Sabha. However, its action taken part has mysteriously disappeared. He urged the Punjab Vidhan Sabha Speaker, Kultar Singh Sandhwan, to form a committee to locate this crucial report. The Punjab Vidhan Sabha Speaker announces the formation of a committee to find out the missing report.

Finance Minister Harpal Singh Cheema addressed the Punjab Assembly. He discussed the Punjab Prevention of Crime Against Religious Scriptures Bill, 2025. He explained the significance of the missing part of Justice Gurnam Singh Commission’s report. This will enable the people of Punjab to ascertain the truth behind the 1986 incidents. They will understand the actions of those involved at that time. They will also see the reality of their descendants’ current actions.
Finance Minister Harpal Singh Cheema mentioned the historical events. He did so to underscore the importance of the proposed legislation. He also emphasized the need for accountability.FM stated that historically, whenever the Shiromani Akali Dal led government came to power in Punjab, attempts were made to desecrate the Guru Granth Sahib. This also happened when a religiously aligned government was in power. These attempts were made either directly or through conspirators. The goal was to destabilise the state.
Cheema recalled the tragic incident of February 2, 1986, when miscreants set five sacred Birs ablaze at Gurdwara Sahib Guru Arjan Dev Ji in Nakodar during a Shiromani Akali Dal tenure. He further described how, on February 4, 1986, security forces shot dead four youths — Ravinder Singh Littran, Baldhir Singh Ramgarh, Jhirmal Singh Gursiana, and Harminder Singh — while they peacefully protested, much like the demonstrations later witnessed at Bargari.
The Finance Minister pointed out that during these incidents, the state was governed by the Shiromani Akali Dal. Surjit Singh Barnala was the Chief Minister. Captain Kanwaljit Singh served as Home Minister. Sukhjinder Singh Khaira, father of current Congress MLA Sukhpal Singh Khaira, was the Education Minister .He regretted that the then government failed to file even a single action or First Information Report (FIR).
