मुख्यमंत्री जय राम ठाकुर ने मैहतपुर में 116 करोड़ रुपये की लागत से 45 विकासात्मक परियोजनाओं के उद्घाटन व शिलान्यास किए

ग्रामीण क्षेत्रों के सामाजिक-आर्थिक विकास में सहकारी समितियों की महत्वपूर्ण भूमिका- मुख्यमंत्री

ऊना, 19 नवंबर – सहकारी समितियां ग्रामीण क्षेत्रों के सामाजिक-आर्थिक उत्थान के साथ-साथ सरकार द्वारा चलाई जा रही सार्वजनिक वितरण योजना, उर्वरक और कृषि उपकरणों के वितरण के प्रभावी कार्यान्वयन में महत्वपूर्ण भूमिका निभा रही हैं। यह बात मुख्यमंत्री जय राम ठाकुर ने 68वें अखिल भारतीय सहकारिता सप्ताह के अवसर पर ऊना विधानसभा क्षेत्र के मैहतपुर में आयोजित राज्य स्तरीय समारोह को सम्बोधित करते हुए कही।
मुख्यमंत्री ने कहा कि यह प्रदेश के लिए गर्व की बात है कि वर्ष 1892 में ऊना के पंजावर गांव में भारत की पहली सहकारी समिति का गठन हुआ। उन्होंने राज्य के लोगों से सहकारिता आंदोलन में समर्पण के साथ योगदान देने का आग्रह किया, ताकि राज्य सहकारिता के क्षेत्र में अपनी अलग पहचान बना सके। उन्होंने कहा कि सहकारिता सप्ताह का विषय सहकारिता से समृद्धि है। उन्होंने कहा कि प्रदेश में 4843 विभिन्न प्रकार की सहकारी समितियां कार्यरत हैं, जिनमें 17.03 लाख सदस्यों के पास 490 करोड़ रुपये के शेयर, 32788 करोड़ रुपये कोलेट्रल और 42863.49 करोड़ रुपये कार्यशील पूंजी के रूप में हैं।
जय राम ठाकुर ने इस अवसर पर राष्ट्रीय सहकारी विकास निगम द्वारा अनुमोदित ऊना जिले के लिए 25.09 करोड़ रुपये की एकीकृत सहकारी विकास परियोजना का भी शुभारंभ किया। उन्होंने कहा कि इस एकीकृत सहकारी परियोजना के क्रियान्वयन से जिले की 378 विभिन्न प्रकार की सहकारी संस्थाओं को अपनी अर्थव्यवस्था को मजबूत करने, बुनियादी ढांचे के निर्माण, गोदामों के निर्माण और मरम्मत और उनकी कार्यशील पूंजी बढ़ाने के लिए वित्तीय सहायता मिलेगी। उन्होंने कहा कि केंद्र सरकार ने सहकारिता के महत्व को समझते हुए सहकारिता को सर्वोच्च प्राथमिकता दी है। उन्होंने 116 करोड़ रुपये लागत की 45 परियोजनाओं का उद्घाटन और शिलान्यास किया। इन सभी परियोजनाओं से क्षेत्र के विकास में तेजी आएगी।।
मुख्यमंत्री ने कहा कि वैश्विक महामारी के समय में भी राज्य ने यह सुनिश्चित किया कि विकास की गति निर्बाध चलती रहे। उन्होंने कहा कि पीजीआई का 450 करोड़ रुपये का सैटेलाइट केन्द्र, इंडियन आॅयल का 550 करोड़ रुपये का डिपू, ऊना में 35 करोड़ रुपये की लागत से आधुनिक बस अड्डा, 20 करोड़ रुपये का मातृ शिशु अस्पताल ऊना आदि परियोजनाओं को क्षेत्र के लोगों को समर्पित किया। उन्होंने पिछली सरकार पर राज्य के लोगों को गुमराह करने का आरोप लगाया जबकि दूसरी ओर वर्तमान राज्य सरकार प्रदेश और लोगों के कल्याण के लिए प्रतिबद्ध है। उन्होंने कहा कि हिमकेयर, सहारा योजना, शगुन योजना जैसी योजनाएं जरूरतमंद और पात्र लोगों के लिए वरदान साबित हुई हैं, लेकिन यह सब विपक्ष को उपलब्धि नहीं लगती क्योंकि उनके लिए उपलब्धियां करोड़ों रुपये के घोटाले हैं।
जय राम ठाकुर ने कहा कि प्रधानमंत्री नरेंद्र मोदी के हिमाचल प्रदेश के प्रति विशेष स्नेह से राज्य में विकास की गति को सुनिश्चित किया है। उन्होंने कहा कि प्रदेश मुख्य रूप से कृषि प्रधान राज्य है। प्रदेश सरकार ने पहली बार राज्य में सात खरीद मंडियां आरम्भ की हैं, जिससे राज्य के किसानों को लाभ हुआ है। उन्होंने कहा कि हिमाचल प्रदेश के सभी ऐसी प्राथमिक कृषि सेवा सहकारी सभाओं जिनके सभी सदस्य हिमाचली कृषक हैं, को जमीन खरीदने  व बेचने के सम्बन्ध में हिमाचल प्रदेश मुजारियत व भू-सुधार अधिनियम 1972 की धारा 118 को छूट देने के संदर्भ में शीघ्र ही नियमों में उचित प्रावधान करने के लिए पग उठाए जाएंगे। उन्होंने कर्मचारी कल्याण कोष पीएसीएस सेवा नियमावली के अन्तर्गत कर्मचारियों की सेवानिवृत्ति सहायता राशि को दस वर्ष की सेवा पूर्ण करने के बाद एक लाख रुपये करने की घोषणा की।
उन्होंने गुरु नानक देव जी की जयंती के अवसर पर स्थानीय गुरुद्वारा साहिब का भी दौरा किया। इस अवसर पर एसजीपीसी ने मुख्यमंत्री को सिरोपा भेंट किया।
मुख्यमंत्री ने सिखों के प्रथम गुरु, गुरु नानक देव जी की जयंती के पावन अवसर पर प्रदेशवासियों को बधाई दी।
मुख्यमंत्री ने ऊना से सम्बन्ध रखने वाले पैरा-ओलम्पिक खिलाड़ी तथा टोक्यो में रजत पदक विजेता निषाद कुमार को भी एक करोड़ रुपये का चेक भेंट कर सम्मानित किया। उन्होंने इस अवसर पर निषाद कुमार को इस अनूठी उपलब्धि के लिए को बधाई दी।
इससे पहले मुख्यमंत्री ने ऊना विधानसभा क्षेत्र के मैहतपुर बसदेहड़ा में लगभग 116 करोड़ रुपये की 45 विकास परियोजनाओं का लोकार्पण एवं शिलान्यास किया।
मुख्यमंत्री जलापूर्ति योजना वार्ड नंबर 10 मोहल्ला बैहली ऊना में 45 लाख ट्यूबवैल, जोन ए, बी और सी के लिए 2.50 करोड़ रुपये के सीवरेज ट्रीटमेंट प्लांट (0.75 एमएलडी), ईंट-भट्टे के समीप बहडाला में 52 लाख रुपये के ट्यूबवैल, बहडाला में बाग के समीप 47 लाख रुपये के ट्यूबवैल, ग्राम पंचायत जनकौर में 48 लाख रुपये के ट्यूबवैल, ग्राम पंचायत मलाहत (मोहल्ला लवाना) 45 लाख रुपये, ग्राम पंचायत भड़ोलियां खुर्द के समीप 45 लाख रुपये के ट्यूबवैल, जलग्रां में 48 लाख रुपये के ट्यूबवैल और जलग्रां में 25 लाख रुपये से निर्मित कनिष्ठ अभियंता कार्यालय का उद्घाटन किया।
जय राम ठाकुर ने ऊना में 3.74 करोड़ रुपये के ईवीएम और वीवीपीएटी भवन, दिलीप चंद के घर से शमशान घाट और चताड़ा से बनौड़े महादेव तक 2.58 करोड रुपये की लागत से सड़क का सुधार व चैड़ीकरण, 1.46 करोड़ रुपये की लागत से सहायक अभियंता कार्यालय एवं मैकेनिक वर्कशाॅप रामपुर, 83 लाख रुपये की लागत से राजकीय वरिष्ठ माध्यमिक स्कूल सासन में चार क्लास रूम, राजकीय उच्च विद्यालय अजौली में 64 लाख रुपये की लागत से चार क्लास रूम, श्रम कार्यालय ऊना में 60 लाख रुपये से निर्मित अतिरिक्त खण्ड और 25 करोड़ रुपये की लागत के एकीकृत सहकारी विकास परियोजना जिला ऊना के उद्घाटन किए।
मुख्यमंत्री ने ऊना शहर के 22.48 करोड रुपये के वर्षा जल, (जल निकासी), ऊना तहसील में जलापूर्ति योजना देहलां, महंत, बनगढ़ एवं रक्कड़ के 19.40 करोड़ रुपये संवर्द्धन कार्य, गांव छतरपुर ढाडा के लिए 1.07 करोड़ रुपये की अलग जलापूर्ति, 48 लाख रुपये की जलापूर्ति योजना बहडाला गोकुल दाम काॅलोनी के पास), 30 लाख रुपये की जलापूर्ति योजना बनगढ़ पींगवड़ी, जलापूर्ति योजना आरटीओ बैरियर मैहतपुर के समीप 40 लाख रुपये की जलापूर्ति योजना, 30 लाख रुपये की शिव मंदिर के समीप जखेड़ा जलापूर्ति योजना, 45 लाख रुपये की लागत से ग्राम पंचायत जलग्रां के लिए जलापूर्ति योजना, 30 लाख रुपये की लागत से जलापूर्ति योजना लालसिंगी लोअर, 30 लाख रुपये की लागत से जलापूर्ति योजना रायपुर सहोड़ां, 40 लाख रुपये की लागत से बस अड्डा ऊना के समीप जलापूर्ति योजना ऊना, 45 लाख रुपये की लागत से सनशाइन मैरिज पैलेस के समीप बहडाला में टयूबवैल और 48 लाख रुपये की लागत से ग्राम पंचायत कुठार खुर्द में टयूबवैल, 50 लाख रुपये की लागत से ग्राम पंचायत चड़तगढ़ में टयूबवैल और ग्राम पंचायत मलाहत में 44 लाख रुपये की लागत से टयूबवैल के शिलान्यास किये।
जय राम ठाकुर ने 5.72 करोड़ रुपये की लागत से बडैहर सासन, उदयपुर तथा लमलेहड़ा पेखुबेला सड़क के सुधार तथा चैड़ा करने के कार्य, 3.46 करोड़ रुपये की लागत से बनगढ़ नंगड़ां सड़क से गलौर चैक से जखेड़ा वाया मोरबड़ सम्पर्क मार्ग से बास विभौर साहिब से पंजाब बार्डर भटोली शिव मन्दिर से रायजादा मोहल्ला रनोत मोहल्ला सड़क के सुधार तथा चैड़ा करने तथा 50 लाख रुपये की लागत से ऊना अजौली सड़क से चड़तगढ़ ऊपरली सम्पर्क मार्ग पर टी-बीम पुल, 1.85 करोड़ रुपये की लागत से लोक निर्माण विभाग के कर्मचारियों के लिए छः टाइप-3 आवास, क्षेत्रीय अस्पताल ऊना में 5.01 करोड़ रुपये की लागत से नए ओपीडी खण्ड, 92 लाख रुपये की लागत से प्राथमिक स्वास्थ्य केन्द्र पीर-निगाह, 42 लाख रुपये की लागत से स्वास्थ्य उप-केन्द्र सनोली के भवन, 39 लाख रुपये की लागत से स्वास्थ्य उप-केन्द्र छतरपुर ढाड़ा के भवन, 1.42 करोड़ रुपये की लागत से राजकीय माॅडल वरिष्ठ माध्यमिक पाठशाला बहडाला और 1.37 करोड़ रुपये की लागत से राजकीय माध्यमिक पाठशाला जलग्रां (टब्बा) में मिनी आउटडोर स्टेडियम तथा खेल मैदान की चारदिवारी का शिलान्यास किया।
उन्होंने 4.52 करोड़ रुपये की लागत से बनने वाले जिला पंचायत अधिकारी ऊना के आवास तथा अधिकारियों व कर्मचारियों के स्टाफ आवास की आधारशिला रखी। उन्होंने अप्पर देहलां में 30 लाख रुपये लागत के मुख्यमंत्री लोक भवन, अमोल कालिया पैट्रोल पम्प मोहल्ला खड्डपुर, ऊना के पिछली तरफ 58 लाख रुपये की लागत से निर्मित होने वाले पार्क और वार्ड नम्बर 4 चन्द्रलोक कालोनी ऊना में 31 लाख रुपये की लागत से बनने वाले पार्क की आधारशिलाएं भी रखीं।
शहरी विकास एवं सहकारिता मंत्री सुरेश भारद्वाज ने कहा कि राज्य और देश के चहुंमुखी विकास के लिए सहकारिता आंदोलन को मजबूत करना आवश्यक है। उन्होंने कहा कि वर्तमान में राज्य में 2605 ऋण सहकारी समितियां हैं, जिनमें से 2132 प्राथमिक कृषि सहकारी समितियां, 456 बचत एवं ऋण सहकारी समितियां, एक राज्य सहकारी बैंक, दो जिला केंद्रीय सहकारी बैंक, दो कृषि ग्रामीण बैंक और पांच सहकारी समितियां हैं।
ग्रामीण विकास एवं पंचायती राज मंत्री वीरेंद्र कंवर ने जिले के लिए एकीकृत सहकारी परियोजना शुरू करने के लिए मुख्यमंत्री का आभार जताया। उन्होंने कहा कि यह परियोजना किसानों की अर्थव्यवस्था को मजबूत करने में काफी मददगार साबित होगी। उन्होंने कहा कि किसानों को अपनी आय बढ़ाने के लिए सहकारी समितियां बनानी चाहिए। उन्होंने कहा कि राष्ट्र और राज्य का विकास काफी हद तक कृषक समुदाय के कल्याण और भलाई पर निर्भर करता है। उन्होंने राज्य के भीतर गेहूँ की खरीद का प्रावधान करने के लिए मुख्यमंत्री का आभार व्यक्त किया, ताकि किसानों को बिचैलियों से बचाया जा सके।
छठे वित्त आयोग के अध्यक्ष सतपाल सिंह सत्ती ने मुख्यमंत्री का स्वागत करते हुए क्षेत्र में करोड़ों रुपये की विकास परियोजनाओं का लोकार्पण और शिलान्यास करने के लिए उनका आभार व्यक्त किया। उन्होंने कहा कि ऊना शहर के लिए 22.48 करोड़ रुपये की जल निकासी व्यवस्था, जिसका शिलान्यास आज मुख्यमंत्री ने किया, शहर के निवासियों की लंबे समय से लंबित मांग पूरी होगी। उन्होंने कहा कि मुख्यमंत्री ने आज दो पार्क समर्पित किए गए हैं, जिससे शहर की सुंदरता और बढ़ेगी।
इस अवसर पर सहकारी समितियों के पंजीयक राजेश शर्मा ने मुख्यमंत्री और अन्य गणमान्य व्यक्तियों का स्वागत किया। उन्होंने कहा कि सहकारी समितियां ग्रामीण अर्थव्यवस्था को मजबूत करने और महिला सशक्तिकरण में महत्वपूर्ण भूमिका निभा रही हैं।

Inaugurates and lays foundation stones of 45 developmental projects worth about Rs. 116 crore at Mehatpur

Una] 19 Nov – The Cooperative societies were playing vital role in fulfilling the goal of social and economic upliftment of rural areas besides effective implementation of government-sponsored schemes such as public distribution system, distribution of fertilizers and agricultural equipment. Chief Minister Jai Ram Thakur stated this while addressing the State Level Function of 68th All India Cooperative Week at Mehatpur, in Una Vidhan Sabha area today.

Chief Minister said that it was a matter of pride for the people of the State that the first cooperative society in India was formed in the year 1892 in Panjawar village of Una district. He urged the people of the state to contribute in the  cooperative movement with devotion and enthusiasm, so that the State could make a separate identity in the field of cooperatives. He said that ‘Prosperity through Cooperative’ has been the theme of this week. He said that there were 4843 different types of cooperative societies functioning in the State in which 17.03 lakh members have Rs. 490 crores share, Rs. 32788 crores as collateral and Rs. 42863.49 crores as working capital.

Jai Ram Thakur also launched Rs. 25.09 crore Integrated Cooperative Development project for Una district approved by National Cooperative Development Corporation. He said that with the implementation of this integrated cooperative project, 378 different types of cooperative institutions of the  district would get financial assistance to strengthen their economy, build infrastructure, build and repair warehouses and increase their working capital. He said that understanding the importance of cooperatives, the Union Government has given top priority to the cooperative. He said that today he has performed inauguration and foundation stones of 45  projects worth Rs. 116 crore. He said that all these projects would give a big boost to the development of the area.

Chief Minister said that even during the time of pandemic, the State ensured that the pace of development goes uninterrupted. He said that Rs 450 crore Satellite Centre of PGI, Rs 550 crore Depot of Indian Oil, setting up of Rs. 35 crore modern bus stand at Una, in progress Rs. 20 crore Mother Child Hospital Una, etc. were a few projects dedicated to the people of the area. He said that unfortunately these all were not achievements to the opposition. He accused the previous Government of misleading the people of the State whereas on the other hand the present State Government was committed towards the welfare of the State and its people. He said that schemes such as Himcare, Sahara Yojna, Shagun Yojna has proved boon to the needy and the deserving, but all these seems to be no achievement for the opposition as for them achievements are scams worth cores of Rupees.

Jai Ram Thakur said that the benevolence of Prime Minister Narendra Modi has ensured that the pace of development goes uninterrupted in the State. He said that  since the State was predominantly agricultural State. He said that the State Government opened seven ‘procurement mandis’ in the State for the first time. He said that this has immensely benefitted the farmers of the State. He said that the State Government would sympathetically consider to simplify the section 118 of the H.P. Tenancy and land Reforms Act 1972 for sale and purchase of land by all Primary Agriculture Sewa Cooperative Societies of the State having all Himachali Agriculturist members for their smooth functioning. He announced increase the Retirement Assistance Amount to employees under Employees Welfare Fund PACS service rules from Rs 50,000 to Rs. One lakh after completion of ten years of service.

He also visited local Sri Gurudwara Sahib on the occasion of Sri Guru Nanak Dev Jayanti. SGPC presented Siropa to the Chief Minister.

Chief Minister also congratulated the people of the State on the auspicious occasion of birth anniversary of Sri Guru Nanak Dev ji, the first Sikh Guru. He congratulated Nishad Kumar for this unique feat and said that the State Government would provide all possible help to the youth.

Chief Minister also honoured Nishad Kumar, Silver medallist from Una in Tokyo Para-Olympics by presented him a cheque of Rs. One crore.

Jankour, Rs. 45 lakh tubewell in G.P. Malahat (Mohalla Lavana), Rs. 45 lakh tubewell near G.P. Baharolian Khurd, Rs. 48 lakh tubewell at Jalgran, Rs. 25 lakh Junior Engineer Office at Jalgran.

He also laid foundation stones of Rs. 4.52 crore staff quarters of       officers /officials alongwith the residence of District Panchayat Officer Una, Rs. 30 lakh Mukhya Mantri Lok Bhawan Upper Dehlan, Rs. 58 lakh park backside to Amol Kalia Petrol Pump Mohalla Khadpur, Una and Rs. 31 lakh park in Chanderlok colony ward No. 4, Una.

Urban Development and Co-operation Minister Suresh Bhardwaj said that strengthening of the Cooperative  movement was vital for alround development of the State and the country. He said that at present, there are 2605 loan cooperative societies in the state, out of which 2132 primary agricultural cooperatives, 456 savings and loan cooperative societies, 1 State Co-operative bank, 2 district central cooperative banks, 2 agricultural rural banks and 5 cooperative societies.

Rural Development and Panchayati Raj Minister Virender Kanwar thanked the Chief Minister for launching the Integrated Cooperative Project for the district. He said that this Project would go a long way in strengthening the economy of the farmers. He said that farmers should form cooperative societies for enhancing their income. He said that the development of the Nation and the State largely depends on the welfare and wellbeing of the farming community. He also thanked the Chief Minister for making provision of procurement of wheat within the State thereby saving the farmers from the middlemen.

Chairman 6th Finance Commission Satpal Singh Satti while welcoming the Chief Minister thanked him for dedicating and laying foundation stones of developmental projects worth crores of Rupees in the area. He said that Rs. 22.48 crore drainage system for Una town, foundation stone of which was laid by the Chief Minister today would meet the long pending demand of the residents of the town. He said that two parks have been dedicated today by the Chief Minister which would add beauty to the town.

Registrar Cooperative Societies Rajesh Sharma welcomed the Chief Minister and other dignitaries present on the occasion. He said that the Cooperatives were playing important role in strengthening the rural economy and women empowerment.
