
Three Bills Passed During the Monsoon Session of Haryana Vidhan Sabha
Chandigarh, August 26 – During the Monsoon Session of the Haryana Vidhan Sabha today, three bill were passed. These include the Haryana Appropriation (No. 3) Bill, 2025, the Haryana Goods and Services Tax (Amendment) Bill, 2025, and Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025.
The Haryana Appropriation (No. 3) Bill, 2025 was passed to authorize payment and appropriation of a sum of ₹4251,04,93,881 (Rupees Four Thousand Two Hundred Fifty-One Crore Four Lakh Ninety-Three Thousand Eight Hundred Eighty-One only) out of the Consolidated Fund of the State of Haryana towards services for the financial year 2025–26 ending on the 31st day of March, 2026.
Three Bill ; State Govt enacted the Haryana Goods and Services Tax Act, 2017
The Haryana Goods and Services Tax (Amendment) Bill, 2025 was passed to amend the Haryana Goods and Services Tax Act, 2017. The State Government enacted the Haryana Goods and Services Tax Act, 2017. The objective was to levy and collect tax on the intra-state supply of goods or services or both. The GST Council recommended amendments. These align with the changes made in the Central Goods and Services Tax Act, 2017. These changes were introduced through the Finance Act, 2025 (Central Act 7 of 2025). Consequently, amendments to the Haryana Goods and Services Tax Act, 2017 have been proposed.
These include provisions such as insertion of a new clause in Section 2. It defines “Unique Identification Marking” for implementation of the Track-and-Trace mechanism. There are changes in Section 17 to remove ambiguity regarding input tax credit on plant and machinery. Section 34 clarifies that credit notes already availed will require reversal of input tax credit. The substitution of Section 107 mandates pre-deposit of 10 percent of penalty amount for appeals in penalty-only cases.

The amendments also provide for a new Section 122-A introducing penalties for violations related to the Track-and-Trace system. A new Section 148-A empowers effective monitoring and control over supply of specified goods. Additionally, a new clause in Schedule III specifies that supply of goods in Special Economic Zones or Free Trade Warehousing Zones before clearance for export or domestic tariff area will not be treated as supply of goods. It will also not be treated as supply of services.
The Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025 was passed. It amends the 2021 Act. The original Act was enacted to provide necessary services in areas outside municipal limits that lacked civic amenities and infrastructure. The objective was to improve the living standards of residents in such areas. A total of 684 unauthorized residential colonies were considered for regularization.
Government also intends to focus on unauthorized industrial establishments
In his Budget Speech, the Chief Minister had announced the regularization of unauthorized industrial colonies, noting that in the last ten years around 2,145 unauthorized residential colonies had already been regularized. He emphasized that similar attention is now required for unauthorized industrial colonies. A decision was made. If at least 50 entrepreneurs apply collectively on a portal, and their units are located on a minimum of 10 acres of contiguous land, then those industrial units shall be deemed valid. This validity holds until the government makes a final decision on the group’s application.
In line with this budget announcement, the Government also intends to focus on unauthorized industrial establishments developed in the State. The goal is to provide these establishments with basic civic amenities. It also aims to enhance infrastructure. The primary objective of the State Government is to ensure a healthy environment by providing minimum basic infrastructure in such areas. The Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025 is now a law. This legislative step has been enacted. This act corresponds with the stated objectives.
