CM DIGITALLY ORDERS MASS TRANSFERS OF 19905 SCHOOL TEACHERS UNDER TEACHERS TRANSFER POLICY-2019

Chandigarh, March 24:

Punjab Chief Minister Captain Amarinder Singh on Wednesday digitally ordered mass general transfers of school teachers through the online portal of Education Department, in line with the Teachers Transfer Policy-2019.

With the touch of a button, the Chief Minister cleared the transfer of 10,099 teachers and volunteers to the station of their choice purely on merit basis. Education Minister Vijay Inder Singla was also present on the occasion.

A total of 35,386 online applications were received from aspiring teachers and volunteers, of which 15,481 were found ineligible as they were found short of the prescribed parameters of the policy. The remaining 19,905 were found eligible for transfer. For the first time, Computer Teachers and various categories of Education Volunteers were brought into the ambit of the Teachers Transfer Policy.

Speaking on the occasion, the Chief Minister said the unique teachers transfer policy has been instrumental in successfully achieving the goal of quality education through filling of vacant posts. This has helped in ensuring uninterrupted academic session, besides giving enormous job satisfaction to the teachers to work at the places of their choice exclusively on merit. He disclosed that the state Government would soon enact the Teachers Transfer Act for transfer of teachers, in place of the existing system of

notification issued by the School Education Department.

The Chief Minister lauded various projects of the School Education Department for sprucing up infrastructure and improving the quality of education in government schools. Punjab, he pointed out, has pioneered several path-breaking initiatives to bring in qualitative improvement in school education. The Teachers Transfer Policy-2019 was also a major step in that direction.

Under the online system, so far over 50 percent transfer applications have been approved with utmost transparency. As many as 10099 teachers, including 4405 masters, 3748 primary teachers and 718 lecturers, as well as adequate number of Computer teachers working under Punjab ICT Education Society (PICTES), have availed the benefit of the policy, apart from different categories of Education Volunteers and Education Providers working under ‘Smagra Sikhiya Abhiyan’.

Detailing the process, an official spokesperson said the teachers aspiring for transfers need to apply on the department’s portal,. Employees who are suffering from Cancer, Hepatitis B, Hepatitis C, Sickle cell Anaemia, Thalassemia or on Dialysis, besides handicapped to the extent of 60 percent, divorcees, having differently abled or mentally challenged children, are exempted from submitting online transfer requests. Similarly, War widows, Widows of Martyrs, where death of the spouse makes it necessary for the serving employee to relocate to another place immediately and having children below 15 years of age or teachers who are spouses of armed force personnel posted in difficult areas, also need not submit their transfer request online. The orders in such cases would be issued with the approval of Chief Minister on merit.

ਪੰਜਾਬ ਸਕੂਲ ਸਿੱਖਿਆ ਮੰਤਰੀ ਸ੍ਰੀ ਵਿਜੈ ਇੰਦਰ ਸਿੰਗਲਾ ਦੀਆਂ ਹਦਾਇਤਾਂ ’ਤੇ ਸਕੂਲਾਂ ਦੀਆਂ ਸਾਇੰਸ ਲੈਬੋਰੇਟਰੀਆਂ, ਕੰਪਿਊਟਰ ਲੈਬੋਰੇਟਰੀਆਂ ਅਤੇ ਲਾਇਬਰੇਰੀਆਂ ਦੀ ਕਾਇਆ-ਕਲਪ ਕਰਨ ਲਈ 3.27 ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੀ ਰਾਸ਼ੀ ਜਾਰੀ ਕਰ ਦਿੱਤੀ ਹੈ।

ਇਸ ਦੀ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਸਕੂਲ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਇੱਕ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਓਪਰੋਕਤ ਕਾਰਜਾਂ ਲਈ ਸੂਬੇ ਦੇ 3638 ਸਕੂਲਾਂ ਲਈ 327.42 ਲੱਖ ਰੁਪਏ ਦੀ ਰਾਸ਼ੀ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ। ਸਿੱਖਿਆ ਸਕੱਤਰ ਸ੍ਰੀ ਿਸ਼ਨ ਕੁਮਾਰ ਨੇ ਇੱਕ ਪੱਤਰ ਰਾਹੀਂ ਸਾਇੰਸ ਲੈਬੋਰੇਟਰੀਆਂ, ਕੰਪਿਊਟਰ ਲੈਬੋਰੇਟਰੀਆਂ ਅਤੇ ਲਾਇਬ੍ਰੇਰੀਆਂ ਨੂੰ ਸਮਾਰਟ ਲੈਬਜ਼/ਲਾਇਬ੍ਰੇਰੀਆਂ ਵਿੱਚ ਤਬਦੀਲ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਤਾਂ ਜੋ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪੜਾਈ ਲਈ ਵਧੀਆ ਵਾਤਾਵਰਣ ਪ੍ਰਾਪਤ ਹੋ ਸਕੇ। ਇਸ ਕਾਰਜ ਲਈ ਪ੍ਰਤੀ ਸਕੂਲ 9 ਹਜ਼ਾਰ ਰੁਪਏ ਉਪਲਭਦ ਕਰਵਾਏ ਗਏ ਹਨ।

ਬੁਲਾਰੇ ਅਨੁਸਾਰ ਇਸ ਰਾਸ਼ੀ ਦੇ ਨਾਲ ਸਕੂਲਾਂ ਦੀਆਂ ਸਾਇੰਸ ਲੈਬੋਰੇਟਰੀਆਂ, ਕੰਪਿਊਟਰ ਲੈਬੋਰੇਟਰੀਆਂ ਅਤੇ ਲਾਇਬ੍ਰੇਰੀਆਂ ਨੂੰ ਸਮਾਰਟ ਲੈਬੋਰੇਟਰੀਆਂ/ਲਾਇਬ੍ਰੇਰੀਆਂ ਵਿੱਚ ਪੇਂਟ, ਫਲੈਕਸਾਂ, ਡੋਰ ਮੈਟ, ਖਿੜਕੀਆਂ ਤੇ ਦਵਾਜਿਆਂ ਦੇ ਪਰਦਿਆਂ, ਵਾਲ ਕਲੋਕ, ਡਿਸਪਲੇ ਬੋਰਡਾਂ, ਅਖ਼ਬਾਰਾਂ, ਰੀਡਿੰਗ ਸਟੈਂਡ, ਸਿਲੇਬਸ ਹੈਂਡਲਰ ਆਦਿ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਫਰਨੀਚਰ ਨੂੰ ਵੀ ਰੰਗ ਦੇ ਨਾਲ ਨਵਾਂ ਰੂਪ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਬੁਲਾਰੇ ਅਨੁਸਾਰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਨੇ ਸਕੂਲ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਨੂੰ ਨਵਾਂ ਰੂਪ ਦੇਣ ਦੇ ਵਾਸਤੇ ਪੂਰੀ ਤਰਾਂ ਤਹੱਈਆ ਕੀਤਾ ਹੋਇਆ ਹੈ ਅਤੇ ਇਸੇ ਦਿਸ਼ਾ ਵਿੱਚ ਹੀ ਇਹ ਫੰਡ ਜਾਰੀ ਕੀਤੇ ਗਏ ਹਨ।

ਬੁਲਾਰੇ ਅਨੁਸਾਰ ਜ਼ਿਲਾ ਅੰਮਿ੍ਰਤਸਰ ਦੇ 227 ਸਕੂਲਾਂ ਲਈ 20.43 ਲੱਖ ਰੁਪਏ, ਬਰਨਾਲਾ ਦੇ 90 ਸਕੂਲਾਂ ਲਈ 8.10 ਲੱਖ ਰੁਪਏ, ਬਠਿੰਡਾ ਦੇ 202 ਸਕੂਲਾਂ ਲਈ 18.18 ਲੱਖ ਰੁਪਏ, ਫਰੀਦਕੋਟ ਦੇ 85 ਸਕੂਲਾਂ ਲਈ 7.65 ਲੱਖ ਰੁਪਏ, ਫਤਹਿਗੜ ਸਾਹਿਬ ਦੇ 81 ਸਕੂਲਾਂ ਲਈ 7.29 ਲੱਖ ਰੁਪਏ, ਫਾਜ਼ਿਲਕਾ ਦੇ 147 ਸਕੂਲਾਂ ਲਈ 13.23 ਲੱਖ ਰੁਪਏ, ਫਿਰੋਜ਼ਪੁਰ ਦੇ 125 ਸਕੂਲਾਂ ਲਈ 11.25 ਲੱਖ ਰੁਪਏ, ਗੁਰਦਾਸਪੁਰ ਦੇ 207 ਸਕੂਲਾਂ ਲਈ 18.63 ਲੱਖ ਰੁਪਏ, ਹੁਸ਼ਿਆਰਪੁਰ ਦੇ 269 ਸਕੂਲਾਂ ਲਈ 24.21 ਲੱਖ ਰੁਪਏ, ਜਲੰਧਰ ਦੇ 273 ਸਕੂਲਾਂ ਲਈ 24.57 ਲੱਖ ਰੁਪਏ, ਕਪੂਰਥਲਾ ਦੇ 132 ਸਕੂਲਾਂ ਲਈ 11.88 ਲੱਖ ਰੁਪਏ, ਲੁਧਿਆਣਾ ਦੇ 343 ਸਕੂਲਾਂ ਲਈ 30.87 ਲੱਖ ਰੁਪਏ, ਮਾਨਸਾ ਦੇ 131 ਸਕੂਲਾਂ ਲਈ 11.79 ਲੱਖ ਰੁਪਏ, ਮੋਗਾ ਦੇ 168 ਸਕੂਲਾਂ ਲਈ 15.12 ਲੱਖ ਰੁਪਏ, ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਦੇ 153 ਸਕੂਲਾਂ ਲਈ 13.77 ਲੱਖ ਰੁਪਏ, ਪਠਾਨਕੋਟ ਦੇ 81 ਸਕੂਲਾਂ ਲਈ 7.29 ਲੱਖ ਰੁਪਏ, ਪਟਿਆਲਾ ਦੇ 203 ਸਕੂਲਾਂ ਲਈ 18.27 ਲੱਖ ਰੁਪਏ, ਰੂਪਨਗਰ ਦੇ 114 ਸਕੂਲਾਂ ਲਈ 10.26, ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਦੇ 105 ਸਕੂਲਾਂ ਲਈ 9.45 ਲੱਖ ਰੁਪਏ, ਸੰਗਰੂਰ ਦੇ 221 ਸਕੂਲਾਂ ਲਈ 19.89 ਲੱਖ ਰੁਪਏ, ਐੱਸ.ਏ.ਐੱਸ. ਨਗਰ ਦੇ 109 ਸਕੂਲਾਂ ਲਈ 9.81 ਲੱਖ ਰੁਪਏ ਅਤੇ ਤਰਨ ਤਾਰਨ ਦੇ 172 ਸਕੂਲਾਂ ਲਈ 15.48 ਲੱਖ ਰੁਪਏ ਜਾਰੀ ਕਰ ਦਿੱਤੇ ਗਏ ਹਨ।

On the directions of Singla Rs. 3.27 crore released for renovation of school science labs, computer labs and libraries

On the directions of Punjab School Education Minister Mr. Vijay Inder Singla, an amount of over Rs. 3.27 crore has been released for the renovation of Science Labs, Computer Labs and Libraries of the schools.

Disclosing this, a spokesperson of the school education department said that an amount of Rs. 327.42 lakh has been provided for 3638 schools of the state for the said works. The education secretary Mr. Krishan Kumar directed to the officers to convert Science Labs, Computer Labs and Libraries into Smart Labs / Libraries so that students could have a better learning environment. For this purpose, Rs. 9,000 has been provided for each school.

According to the spokesperson, this amount will be utilized for paint, flex, door mats, window curtains, door curtains, clocks, display boards, newspapers, reading stands, syllabus handler etc. to convert science labs, computer labs and libraries in smart labs/ libraries. The education department is fully committed to revamp the school infrastructure and the funds have been released in this direction.

According to spokesperson the Rs 20.43 lakh for 227 schools of Amritsar district, Rs 8.10 lakh for 90 schools of Barnala, Rs 18.18 lakh for 202 schools of Bathinda, Rs 7.65 lakh for 85 schools of Faridkot, Rs 7.29 lakh for 81 schools of Fatehgarh Sahib, Rs Rs 13.23 lakh for 147 schools of Fazilka, Rs 11.25 lakh for 125 schools of Ferozepur, Rs 18.63 lakh for 207 schools of Gurdaspur, Rs 24.21 lakh for 269 schools of Hoshiarpur, Rs 24.57 lakh for 273 schools of Jalandhar, Rs 11.88 lakh for 132 schools of Kapurthala and 30.87 lakh for 343 schools of Ludhiana has been released. Likewise Rs 11.79 lakh for 131 schools of Mansa, Rs 15.12 lakh for 168 schools of Moga, Rs 13.77 lakh for 153 schools of Sri Muktsar Sahib, Rs 7.29 lakh for 81 schools of Pathankot, Rs 18.27 lakh for 203 schools of Patiala, Rs 10.26 lakh for 114 schools of Rupnagar, Rs. 9.45 lakh for 105 schools of SBS Nagar, Rs. 19.89 lakh for 221 schools of Sangrur, Rs 9.81 lakh for 109 schools of SAS Nagar and Rs 15.48 lakh for 172 schools of Tarn Taran has been released.

स्कूलों की साईंस लेबोरेटरियां, कंप्यूटर लेबोरेटरियों और लाईब्रेरियों की कायाकल्प करने के लिए 3.27 करोड़ रुपए की राशि जारी

पंजाब स्कूल शिक्षा मंत्री श्री विजय इंदर सिंगला की हिदायतों पर स्कूलों की साईंस लैबोरेटरियों, कंप्यूटर लैबोरेटरियों और लाईब्रेरियों की कायाकल्प करने के लिए 3.27 करोड़ रुपए से अधिक की राशि जारी कर दी है।

इसकी जानकारी देते हुए स्कूल शिक्षा विभाग के एक प्रवक्ता ने बताया कि उपरोक्त कार्यों के लिए राज्य के 3638 स्कूलों के लिए 327.42 लाख रुपए की राशि की व्यवस्था की गई है। शिक्षा सचिव श्री कृष्ण कुमार ने एक पत्र के द्वारा साईंस लैबोरेटरियों, कंप्यूटर लैबोरेटरियों और लाईब्रेरियों को स्मार्ट लैब्ज़ /लाईब्रेरी में तबदील करने के निर्देश दिए हैं जिससे विद्यार्थियों को पढ़ाई के लिए बढ़िया माहौल मिल सके। इस कार्य के लिए प्रति स्कूल 9 हज़ार रुपए उपलबध करवाए गए हैं।

प्रवक्ता के अनुसार इस राशि से स्कूलों की साईंस लैबोरेटरियों, कंप्यूटर लैबोरेटरियों और लाईब्रेरियों को स्मार्ट लैबोरेटरियों/लाईब्ररियों में पेंट, फ्लैक्स, डोर मेट, खिड़की और दरवाजों के पर्दों, वॅाल क्लोक, डिस्प्ले बोर्डों, अखबारों, रीडिंग स्टैंड, सिलेबस हैंडलर आदि की व्यवस्था की जायेगी। इसके साथ ही फर्नीचर को भी रंग के साथ नया रूप दिया जायेगा। प्रवक्ता के अनुसार शिक्षा विभाग ने स्कूल बुनियादी ढांचे को नया रूप देने का संकल्प लिया हुआ है और इसी दिशा में यह फंड जारी किये गए हैं।

प्रवक्ता के अनुसार ज़िला अमृतसर के 227 स्कूलों के लिए 20.43 लाख रुपए, बरनाला के 90 स्कूलों के लिए 8.10 लाख रुपए, बठिंडा के 202 स्कूलों के लिए 18.18 लाख रुपए, फरीदकोट के 85 स्कूलों के लिए 7.65 लाख रुपए, फतेहगढ़ साहिब के 81 स्कूलों के लिए 7.29 लाख रुपए, फाजिल्का के 147 स्कूलों के लिए 13.23 लाख रुपए, फ़िरोज़पुर के 125 स्कूलों के लिए 11.25 लाख रुपए, गुरदासपुर के 207 स्कूलों के लिए 18.63 लाख रुपए, होशियारपुर के 269 स्कूलों के लिए 24.21 लाख रुपए, जालंधर के 273 स्कूलों के लिए 24.57 लाख रुपए, कपूरथला के 132 स्कूलों के लिए 11.88 लाख रुपए, लुधियाना के 343 स्कूलों के लिए 30.87 लाख रुपए, मानसा के 131 स्कूलों के लिए 11.79 लाख रुपए, मोगा के 168 स्कूलों के लिए 15.12 लाख रुपए, श्री मुक्तसर साहिब के 153 स्कूलों के लिए 13.77 लाख रुपए, पठानकोट के 81 स्कूलों के लिए 7.29 लाख रुपए, पटियाला के 203 स्कूलों के लिए 18.27 लाख रुपए, रूपनगर के 114 स्कूलों के लिए 10.26, शहीद भगत सिंह नगर के 105 स्कूलों के लिए 9.45 लाख रुपए, संगरूर के 221 स्कूलों के लिए 19.89 लाख रुपए, एस.ए.एस. नगर के 109 स्कूलों के लिए 9.81 लाख रुपए और तरन तारन के 172 स्कूलों के लिए 15.48 लाख रुपए जारी कर दिए गए हैं।
