Municipal Corporation gets tough against non compliant Bulk Waste Generators

*Chandigarh, December 28*:- Tightening the noose around defaulters for non-compliance of statutory provisions of Solid Waste Management Rules, 2016 and Municipal Corporation Chandigarh Solid Waste Management Bye-Laws-2018 as a Bulk Waste Generator, Municipal Corporation Chandigarh served notices to 9 defaulters namely PEC, GMCH-32, Punjab University, PGIMER, Market Committee, Sector 26 and four societies i.e. BSNL Society sector 50, Kendriya Vihar Society sector 48, Pushpak Society sector 49 and Progressive Society sector 50, Chandigarh.
Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh said that no institution or society, Government or Private, which is a bulk waste generator, will be spared over its failure to manage solid waste within the premises itself. She said that as per the Solid Waste Management rules 2016, establishments which generate over 100 Kg waste on a daily basis fall under the category of bulk waste generators. These establishments have to mandatorily dispose off their wet waste within their premises through composting or bio-methanation while handing over dry waste to an authorized agency of MCC as stipulated in the Rule 4 (7) of SWM Rules, 2016.
As per the notices, the owners/management have been directed to comply with waste management norms till 15th January 2023, failing which they will be fined as per the statutory provisions and directions for the registration of criminal cases by lodging of FIR under section 15 of Environment Protection Act, 1986.
Failure to comply with rule 4 (7) of SWM rules 2016 Rs. 500+19500 shall be levied once in a month as a fine and administrative charges and failure to handover the residual waste to MCC, as per rule 4 (7) of SWM rules 2016 . Rs. 2000 per day shall be levied upon bulk waste generators who are unable to process their waste onsite as a payment for collection, transport and processing by MCC.
After conducting the physical inspection conducted on 31.10.2022 by the field supervisory staff of MCC, it was noticed that the statutory provisions were not being complied with and processing of wet waste was not being done by the institutions in accordance with the rules including PEC, GMCH-32, Punjab University, PGIMER, Market Committee, Sector 26 and four societies namely BSNL Society sector 50, Kendriya Vihar Society sector 48, Pushpak Society sector 49 and Progressive Society sector 50, Chandigarh.
The notice clearly stated that failure to comply, fine shall be levied and/or FIR shall be registered under section 15 of Environment Protection Act of 1986 wef 16.01.2023.
