ਪੰਜਾਬ ਦੇ ਮਾਲ, ਮੁੜ-ਵਸੇਬਾ ਅਤੇ ਆਫ਼ਤ ਪ੍ਰਬੰਧਨ ਮੰਤਰੀ ਸ੍ਰੀਮਤੀ ਅਰੁਨਾ ਚੌਧਰੀ ਨੇ ਅੱਜ ਵਿਭਾਗ ਦੇ ਉੱਚ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਪਲੇਠੀ ਸਮੀਖਿਆ ਮੀਟਿੰਗ ਦੌਰਾਨ ਜਿੱਥੇ ਮਾਲ ਵਿਭਾਗ ਦੇ ਕੰਮਕਾਜ ਵਿੱਚ ਹੋਰ ਤੇਜ਼ੀ ਲਿਆਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ, ਉਥੇ ਕਿਸਾਨ ਸੰਘਰਸ਼ ਦੌਰਾਨ ਫ਼ੌਤ ਹੋਏ ਕਿਸਾਨਾਂ ਦੇ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਨੂੰ ਨੌਕਰੀ ਦੇਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਛੇਤੀ ਤੋਂ ਛੇਤੀ ਅੰਤਮ ਛੋਹਾਂ ਦੇਣ ਦੀ ਹਦਾਇਤ ਕੀਤੀ।

 

 

 

ਸ੍ਰੀਮਤੀ ਚੌਧਰੀ ਨੇ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਵੱਲੋਂ ਸਰਕਾਰੀ ਕੰਮਕਾਜ ਵਿੱਚ ਤੇਜ਼ੀ ਲਿਆਉਣ, ਪਾਰਦਰਸ਼ਤਾ ਅਤੇ ਸਮਾਂਬੱਧ ਤਰੀਕੇ ਨਾਲ ਕੰਮ ਮੁਕੰਮਲ ਕਰਨ ਦੀਆਂ ਹਦਾਇਤਾਂ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ, ਜਿਨ੍ਹਾਂ ਦੀ ਪਾਲਣਾ ਲਈ ਸਾਨੂੰ ਮਿਲ ਕੇ ਹੰਭਲਾ ਮਾਰਨਾ ਪਵੇਗਾ ਅਤੇ ਅਗਲੇ ਕੁੱਝ ਮਹੀਨਿਆਂ ਵਿੱਚ ਲੋਕਾਂ ਦੀਆਂ ਉਮੀਦਾਂ ‘ਤੇ ਖਰਾ ਉਤਰਨਾ ਪਵੇਗਾ।

 

 

 

ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਵਿੱਤ ਕਮਿਸ਼ਨਰ ਮਾਲ ਸ੍ਰੀਮਤੀ ਰਵਨੀਤ ਕੌਰ, ਸਕੱਤਰ ਮਾਲ ਸ੍ਰੀ ਮਨਵੇਸ਼ ਸਿੰਘ ਸਿੱਧੂ, ਵਿਸ਼ੇਸ਼ ਸਕੱਤਰ ਸ੍ਰੀ ਕੇਸ਼ਵ ਹਿੰਗੋਨੀਆ, ਵਿਸ਼ੇਸ਼ ਸਕੱਤਰ ਸ੍ਰੀਮਤੀ ਬਬੀਤਾ, ਵਧੀਕ ਸਕੱਤਰ ਕੈਪਟਨ ਕਰਨੈਲ ਸਿੰਘ ਅਤੇ ਪੰਜਾਬ ਲੈਂਡ ਰਿਕਾਰਡ ਸੁਸਾਇਟੀ ਦੀ ਪ੍ਰਾਜੈਕਟ ਮੈਨੇਜਰ ਸ੍ਰੀਮਤੀ ਸੁਨੀਤਾ ਠਾਕੁਰ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਵਿਭਾਗ ਵਿੱਚ ਪਟਵਾਰੀਆਂ ਦੀਆਂ ਹੋਰ ਖ਼ਾਲੀ ਪਈਆਂ ਆਸਾਮੀਆਂ ਨੂੰ ਭਰਨ ਲਈ ਛੇਤੀ ਤੋਂ ਛੇਤੀ ਕਾਰਵਾਈ ਅਰੰਭੀ ਜਾਵੇ ਅਤੇ ਵਿਭਾਗ ਦੇ ਸਮੂਹ ਅਧਿਕਾਰੀਆਂ ਤੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਬਣਦੀਆਂ ਤਰੱਕੀਆਂ ਦੇਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਮੁਕੰਮਲ ਕੀਤੀ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਲੋਕਾਂ ਨੂੰ ਹੁੰਦੀ ਖੱਜਲ-ਖੁਆਰੀ ਰੋਕਣ ਲਈ ਪਟਵਾਰੀਆਂ ਦਾ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਮਿਲਣ ਦਾ ਸਮਾਂ ਨਿਸ਼ਚਿਤ ਕੀਤਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਲਈ ਬਣਾਏ ਗਏ ਵਰਕ ਸਟੇਸ਼ਨਾਂ ਨੂੰ ਪਟਵਾਰੀਆਂ ਦੀ ਮੰਗ ਮੁਤਾਬਕ ਮੁੜ-ਬਣਾਇਆ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰ ‘ਤੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਦੀ ਅਗਵਾਈ ਹੇਠ ਬਣਾਈਆਂ ਕਮੇਟੀਆਂ ਤੋਂ 15 ਦਿਨਾਂ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਰਿਪੋਰਟ ਲੈ ਕੇ ਅਮਲ ਕੀਤਾ ਜਾਵੇ।

 

 

 

ਮੰਤਰੀ ਨੇ ਜ਼ਮੀਨਾਂ ਦੇ ਇੰਤਕਾਲ ਦੇ ਮਾਮਲੇ ਵੱਡੀ ਪੱਧਰ ‘ਤੇ ਲੰਬਤ ਪਏ ਹੋਣ ‘ਤੇ ਚਿੰਤਾ ਜ਼ਾਹਰ ਕਰਦਿਆਂ ਉਚੇਚੇ ਤੌਰ ‘ਤੇ ਕਿਹਾ ਕਿ ਕੰਪਿਊਟਰ ਤਕਨੀਕ ਦੀ ਵਰਤੋਂ ਕਰਦਿਆਂ ਆਟੋਮੇਟਿਡ ਮਿਊਟੇਸ਼ਨ ਐਂਟਰੀ ਪ੍ਰਣਾਲੀ ਵਿਕਸਤ ਕਰਨ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਤਲਾਸ਼ੀਆਂ ਜਾਣ ਤਾਂ ਜੋ ਦਸਤੀ ਜ਼ਮੀਨੀ ਇੰਤਕਾਲ ਕਰਨ ਦੇ ਕੰਮ ਦੇ ਬੋਝ ਨੂੰ ਘਟਾਉਣ ਦੇ ਨਾਲ-ਨਾਲ ਲੰਬਤ ਮਾਮਲਿਆਂ ਦੀ ਗਿਣਤੀ ਨੂੰ ਘਟਾਇਆ ਜਾ ਸਕੇ।

 

 

 

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੰਪਿਊਟਰੀਕਰਨ ਦੀ ਦਿਸ਼ਾ ਵਿੱਚ ਅੱਗੇ ਵਧਦਿਆਂ ਫ਼ੀਲਡ ਸਟਾਫ਼ ਨੂੰ ਹੇਠਲੇ ਪੱਧਰ ਤੱਕ ਕੰਪਿਊਟਰ ਮੁਹੱਈਆ ਕਰਾਉਣ ਲਈ ਚਾਰਾਜੋਈ ਕੀਤੀ ਜਾਵੇ।

 

 

 

ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਕਿਸਾਨੀ ਸੰਘਰਸ਼ ਦੌਰਾਨ ਫ਼ੌਤ ਹੋਏ ਕਿਸਾਨਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਵਿੱਤੀ ਇਮਦਾਦ ਅਤੇ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਨੂੰ ਸਰਕਾਰੀ ਨੌਕਰੀ ਦੇਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਤੁਰੰਤ ਮੁਕੰਮਲ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੰਦਿਆਂ ਸ੍ਰੀਮਤੀ ਅਰੁਨਾ ਚੌਧਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਕਿਸਾਨਾਂ ਦੇ ਮੋਢੇ ਨਾਲ ਮੋਢਾ ਜੋੜ ਕੇ ਖੜ੍ਹੀ ਹੈ ਅਤੇ ਛੇਤੀ ਹੀ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਨੂੰ ਨਿਯੁਕਤੀ ਪੱਤਰ ਸੌਂਪੇ ਜਾਣਗੇ। ਇਸ ਲਈ ਵਿੱਤੀ ਇਮਦਾਦ ਮੁਹੱਈਆ ਕਰਾਉਣ ਅਤੇ ਸਰਕਾਰੀ ਨੌਕਰੀ ਦੇਣ ਦੇ ਮਾਮਲਿਆਂ ਨੂੰ ਤੁਰੰਤ ਤਸਦੀਕ ਕਰਵਾ ਕੇ ਕਾਰਵਾਈ ਅਮਲ ਵਿੱਚ ਲਿਆਂਦੀ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਉਚੇਚੇ ਤੌਰ ‘ਤੇ ਕਿਹਾ ਕਿ ਫ਼ਸਲਾਂ ਦੇ ਖ਼ਰਾਬੇ ਦਾ ਲੰਬਤ ਮਾਮਲਿਆਂ ਵੱਲ ਉਚੇਚਾ ਧਿਆਨ ਦੇ ਕੇ ਇਨ੍ਹਾਂ ਦਾ ਨਿਬੇੜਾ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ। ਮੰਤਰੀ ਨੇ ਕੁਦਰਤੀ ਆਫ਼ਤ ਦੇ ਸਨਮੁੱਖ ਫ਼ਸਲਾਂ ਖ਼ਰਾਬ ਹੋਣ ਦੀਆਂ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰ ‘ਤੇ ਦੇਰੀ ਨਾਲ ਆਉਂਦੀਆਂ ਰਿਪੋਰਟਾਂ ਲਈ ਵਿੱਤ ਕਮਿਸ਼ਨਰ ਮਾਲ ਨੂੰ ੳਚੇਚੇ ਤੌਰ ‘ਤੇ ਕਿਹਾ ਕਿ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਤੁਰੰਤ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕਰਕੇ ਕਿਸੇ ਅਣਸੁਖਾਵੀਂ ਸਥਿਤੀ ਵਿੱਚ ਖ਼ਰਾਬੇ ਦੀਆਂ ਰਿਪੋਰਟਾਂ ਸਮਾਂਬੱਧ ਢੰਗ ਨਾਲ ਭੇਜਣਾ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਜਾਵੇ।

Chandigarh, September 30:

 

Punjab Revenue, Rehabilitation and Disaster Management Minister Mrs. Aruna Chaudhary, on Thursday, while presiding over a maiden review meeting of the top officials, directed to expedite the functioning of the department and finalize the process for providing government jobs to the family members of the farmers died during the farmers’ struggle.

 

 

 

“Complying with the instructions of Chief Minister S. Charanjit Singh Channi to accelerate the functioning of the government and complete the work in a transparent and time-bound manner; we have to work in tandem and live up to the expectations of the people” said Mrs. Chaudhary.

 

 

 

During the meeting, the Cabinet Minister directed Financial Commissioner Revenue (FCR) Mrs. Ravneet Kaur, Secretary Revenue Mr. Manvesh Singh Sidhu, Special Secretary Mr. Keshav Hingonia, Special Secretary Mrs. Babita, Additional Secretary Capt. Karnail Singh and Mrs. Sunita Thakur Project Manager, Punjab Land Record Society to take action at the earliest to fill up more vacancies of Patwaris in addition to the ongoing recruitment process of 1090 Patwaris, besides giving due promotions to all the officers and employees of the department. She stressed that the sitting-time of Patwaris in the offices should be fixed to avoid harassment of the people. She asked to reconstruct small-sized work stations as per the demand of the Patwaris and furnish a report within 15 days from the district level committees headed by the Deputy Commissioners.

 

 

 

Expressing concern over the large number of pendency of mutations of land, the Cabinet Minister said that the feasibility of developing an automated mutation entry system should be explored to reduce the manual mutations workload and pendency as well. She said that in the direction of computerization, action should be taken to provide computers to the field staff at the grass root level.

 

 

 

Instructing the higher officials to immediately complete the ongoing process of providing financial assistance and government jobs to the family members of the farmers, who lost their lives during the farmers’ struggle, Mrs. Aruna Chaudhary said that the state government was standing shoulder to shoulder with the farmers in this hour of crisis and would soon provide appointment letters to the family members. Therefore, action should be taken immediately after verifying the cases of providing financial assistance and government jobs, further adding that disposal of pending cases of crop damage compensation should be ensured. The Minister asked the Financial Commissioner Revenue to immediately issue instructions to the Deputy Commissioners to ensure timely submission of crop damage reports in case of any untoward situation.

 

 

 

Taking note of the lack of awareness among the people about the new rules framed by the revenue government for the welfare of the people, the Cabinet Minister also directed to organize camps at district, tehsil and block level to create awareness among the masses about the rules, besides uploading the pdf copies of rules on the departmental websites.
