Principal Secretary Revenue Onkar Sharma here today reviewed the meeting for preparedness to deal with snow and restoration of public utilities during winter season with Deputy Commissioners of all districts and senior officers of line department, through video conference.
During the meeting he directed to restore public utilities in affected areas, so that people do not face any problem. He also directed the DCs to prepare report of damages caused during winter season in their respective district.
Onkar Sharma said that satellite phone was provided in all districts to maintain better communication during disaster management. He said that the satellite phones should be used regularly, so that no problem is faced, when required.
He said that traffic is affected due to blocked roads during snowfall. In order to resolve this problem snow cutter and necessary equipments would be purchased and placed at appropriate places, where necessary. This would be helpful in smooth functioning of traffic.
Principal Secretary directed all DCs to update ‘District Disaster Management Plan’ by 15th March, 2020. He said that this work should be completed in time bound manner, every year. He also instructed all the District Disaster Management Authority to make regular entries in the India Disaster Resource Network.
Onkar said that keeping disaster management in view, 51 spots have been identified at various places in the State for construction of helipad, which would be helpful in relief works during disaster.
He directed the DCs to prepare ‘Blue Book’ for effective work during disaster management. He said that information regarding mock drill of disaster management in the district, technical information as per the experience of time and place, etc. should be added in the blue book.
Principal Secretary said that training would be provided to quick reaction team through Snow and Avalanche Study Establishment, Manali for snow affected districts for relief work during avalanche. This would be helpful in management of disaster in snow affected areas.
He directed all DCs to expedite relief work. He said that an adequate amount of fund was provided to all districts and directed to provide relief fund to affected people at the earliest.
Onkar Sharma said that 27 percent of relief fund was given by the Centre this year against the losses reported by the state Govt. for disaster management work in the State, which was the highest amount provided till now.
Onkar Sharma also gave directions regarding implementation of ‘Pradhan Mantri Kisan Samman Nidhi Yojna’ and ‘Prakritik Kheti Khushal Kisan Yojna’.
Director and Special Secretary Revenue-Disaster Management DC Rana gave detail information about disaster management and relief works during this winter season.
Special Secretary Agriculture and Programme Officer ‘Subhash Paleker Prakritik Krishi’ Rakesh Kanwar, Additional Commissioner of Tribal Development Department C.P. Verma and other senior officers of the department were also present in the meeting.
