  ਲਾਗੂ ਕਾਨੂੰਨ ਮੁਤਾਬਿਕ ਹੇਠਲੀਆਂ ਅਦਾਲਤਾਂ ਵੀ ਪੰਜਾਬੀ ‘ਚ ਕੰਮ ਸ਼ੁਰੂ ਕਰਨ : ਗਰੇਵਾਲ ਮਾਂ–ਬੋਲੀ ਖਾਤਰ ਯੋਗਦਾਨ ਬਦਲੇ ਹਰਦੀਪ ਬੁਟਰੇਲਾ ਤੇ ਪ੍ਰੋ. ਧਨੇਸ਼ਵਰ ਰਾਓ ਦਾ ਸਨਮਾਨ ਚੰਡੀਗੜ• 22 ਜਨਵਰੀ (  ) ਪੰਜਾਬੀ ਕਲਚਰਲ ਕੌਂਸਲ (ਰਜ਼ਿ:) ਨੇ ਅੱਜ ਇੱਕ ਮਤਾ ਪਾਸ ਕਰਕੇ ਚੰਡੀਗੜ• ਦੇ ਪ੍ਰਸਾਸ਼ਕ ਤੇ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਤੋਂ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਚੰਡੀਗੜ• ਵਿੱਚ ਮਾਤ ਭਾਸ਼ਾ ਪੰਜਾਬੀ ਨੂੰਬਣਦਾ ਰੁਤਬਾ ਦੇਣ ਲਈ ਪੰਜਾਬ ਵੱਲੋਂ ਲਾਗੂ ਕੀਤੇ ਦੋ ਕਾਨੂੰਨਾਂ-‘ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਅਤੇ ਹੋਰ ਭਾਸ਼ਾਵਾਂ ਸਿੱਖਣ ਸਬੰਧੀ ਕਾਨੂੰਨ-2008’ ਅਤੇ ‘ਪੰਜਾਬੀ ਭਾਸ਼ਾ (ਸੋਧ) ਕਾਨੂੰਨ-2008’ ਨੂੰ ਇਸ ਕੇਂਦਰੀ ਸਾਸ਼ਤ ਇਲਾਕੇ ਵਿੱਚਵੀ ਲਾਗੂ ਕੀਤਾ ਜਾਵੇ ਤਾਂ ਜੋ ਚੰਡੀਗੜ• ਦੇ ਵਿਕਾਸ ਵਿੱਚ ਯੋਗਦਾਨ ਪਾ ਰਹੇ ਲੱਖਾਂ ਪੰਜਾਬੀਆਂ ਦੀ ਚਿਰੋਕਣੀ ਮੰਗ ਪ੍ਰਵਾਨ ਹੋ ਸਕੇ। ਨਾਲ ਹੀ ਉਨਾਂ ਪੰਜਾਬ ਹਾਈ ਕੋਰਟ ਦੇ ਚੀਫ਼ ਜਸਟਿਸ ਤੋਂ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਉਕਤਕਾਨੂੰਨਾਂ ਨੂੰ ਬਿਨਾਂ ਕਿਸੇ ਦੇਰੀ ਤੋਂ ਇੰਨ-ਬਿੰਨ ਲਾਗੂ ਕਰਵਾਕੇ ਸੂਬੇ ਦੀਆਂ ਹੇਠਲੀਆਂ ਅਦਾਲਤਾਂ ਅੰਦਰ ਸਾਰਾ ਕੰਮ-ਕਾਜ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਵਿੱਚ ਕਰਨ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਜਾਣ।             ਇਸ ਸਬੰਧੀ ਕੌਂਸਲ ਦੇ ਚੇਅਰਮੈਨ ਹਰਜੀਤ ਸਿੰਘ ਗਰੇਵਾਲ ਸਟੇਟ ਐਵਾਰਡੀ ਨੇ ਦੱਸਿਆ ਅੱਜ ਇੱਥੇ ਪੰਜਾਬੀ ਕਲਚਰਲ ਕੌਂਸਲ ਦੀ ਸਲਾਨਾ ਮੀਟਿੰਗ ਦੌਰਾਨ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੀ ਪ੍ਰਫੁੱਲਤਾ ਲਈ ਵੱਖ-ਵੱਖਮਤੇ ਪਾਸ ਕਰਦਿਆਂ ਕੌਂਸਲ ਦੇ ਆਗੂਆਂ ਨੇ ਹੈਰਾਨੀ ਪ੍ਰਗਟਾਈ ਕਿ ਜਦੋਂ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਲਾਗੂ ਹੁੰਦੇ ਸਾਰੇ ਕਾਨੂੰਨਾਂ ਨੂੰ ਚੰਡੀਗੜ• ਵਿੱਚ ਅਪਣਾਇਆ ਜਾਂਦਾ ਹੈ ਤਾਂ ਪੰਜਾਬੀ ਦੀ ਪ੍ਰਫੁੱਲਤਾ ਲਈ ਉਕਤ ਦੋਵੇਂਕਾਨੂੰਨਾਂ ਨੂੰ ਪ੍ਰਸਾਸ਼ਨ ਵੱਲੋਂ ਕਿਓਂ ਨਹੀ ਲਾਗੂ ਕੀਤਾ ਜਾ ਰਿਹਾ। ਕੌਂਸਲ ਨੇ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਚੰਡੀਗੜ• ਵਿੱਚ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੇ ਵਿਕਾਸ ਖਾਤਰ ਅਤੇ ਮਾਂ-ਬੋਲੀ ਦੀ ਸਦੀਵੀਂ ਹੋਂਦ ਕਾਇਮ ਰੱਖਣ ਲਈ ਪ੍ਰਸਾਸ਼ਨ ਵੱਲੋਂਪੰਜਾਬੀ ਭਾਸ਼ਾ ਵਿਭਾਗ ਅਤੇ ਪੰਜਾਬੀ ਸਾਹਿਤ ਅਕਾਦਮੀ ਕਾਇਮ ਕੀਤੀ ਕਰਕੇ ਮਾਂ-ਬੋਲੀ ਦਾ ਸਨਮਾਨ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਚੰਡੀਗੜ• ਦੇ ਸਾਰੇ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਅਤੇ ਕਾਲਜਾਂ ਵਿੱਚ ਪੰਜਾਬੀਪੜ•ਾਉਣ ਲਈ ਲੋੜੀਂਦੇ ਅਧਿਆਪਕ ਅਤੇ ਲੈਕਚਰਾਰ ਭਰਤੀ ਕੀਤੇ ਜਾਣ। ਕੌਂਸਲ ਨੇ 21 ਫਰਵਰੀ ਨੂੰ ਕੌਮਾਂਤਰੀ ਮਾਂ ਬੋਲੀ ਦਿਵਸ ਮਨਾਉਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ।             ਕੌਂਸਲ ਆਗੂਆਂ ਨੇ ਚੰਡੀਗੜ• ਨਗਰ ਨਿਗਮ ਦੇ ਨਵੇਂ ਚੁਣੇ ਸੀਨੀਅਰ ਡਿਪਟੀ ਮੇਅਰ ਹਰਦੀਪ ਸਿੰਘ ਬੁਟਰੇਲਾ ਅਤੇ ਪ੍ਰੋ. ਪੰਡਤ ਰਾਓ ਧਨੇਸ਼ਵਰ ਵੱਲੋਂ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਨੂੰ ਬਣਦਾ ਰੁਤਬਾ ਦਿਵਾਉਣ ਲਈਕੀਤੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਦੋਹਾਂ ਸਖਸ਼ੀਅਤਾਂ ਨੂੰ ਪੰਜਾਬੀ ਕਲਚਰਲ ਕੌਂਸਲ ਵੱਲੋਂ ਦੁਸ਼ਾਲਿਆਂ, ਸਿਰੋਪਾਓ ਤੇ ਯਾਦਗਾਰੀ ਚਿੰਨਾਂ ਨਾਲ ਸਨਮਾਨਿਤ ਕੀਤਾ। ਮਾਂ-ਬੋਲੀ ਦੇ ਮੁੱਦਈ ਗਰੇਵਾਲ ਨੇ ਕਿਹਾ ਕਿਹਰਦੀਪ ਸਿੰਘ ਵਰਗੇ ਮਿਹਨਤੀ ਤੇ ਕਾਬਲ ਨੌਜਵਾਨ ਨੂੰ ਨਗਰ ਕੌਂਸਲ ਵਿੱਚ ਵੱਡਾ ਰੁਤਬਾ ਪ੍ਰਾਪਤ ਹੋਣ ਨਾਲ ਕੇਂਦਰੀ ਸਾਸ਼ਤ ਇਲਾਕੇ ਵਿੱਚ ਪੰਜਾਬੀਆਂ ਖਾਸ ਕਰ ਸਿੱਖਾਂ ਦੀ ਛਵੀ ਉਜਾਗਰ ਹੋਵੇਗੀ ਅਤੇ ਇਸ ਦਾਅਸਰ ‘ਟਰਾਈਸਿਟੀ’ ‘ਤੇ ਵੀ ਪਵੇਗਾ। ਉਨਾਂ ਆਸ ਪ੍ਰਗਟਾਈ ਕਿ ਦੋਵੇਂ ਸਖਸ਼ੀਅਤਾਂ ਆਪਣੀ ਮਿੱਟੀ ਦਾ ਕਰਜ਼ ਉਤਾਰਨ ਲਈ ਮਾਂ-ਬੋਲੀ ਪੰਜਾਬੀ ਨੂੰ ਹਰ ਖੇਤਰ ਵਿੱਚ ਮੋਹਰੀ ਰੱਖਣ ਅਤੇ ਇਸਦੀ ਤਰੱਕੀ ਲਈ ਯਤਨਜਾਰੀ ਰੱਖਣਗੀਆਂ। ਇਸ ਮੌਕੇ ਦੋਵੇਂ ਸਖਸ਼ੀਅਤਾਂ ਨੇ ਚੰਡੀਗੜ• ਵਿੱਚ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੀ ਪ੍ਰਫੁੱਲਤਾ ਲਈ ਹਰ ਸੰਭਵ ਕਦਮ ਚੁੱਕਣ ਅਤੇ ਕੌਂਸਲ ਦੀ ਹਰ ਮੱਦਦ ਕਰਨ ਦਾ ਭਰੋਸਾ ਵੀ ਦਿਵਾਇਆ।     ਗਰੇਵਾਲ ਨੇ ਬੋਲਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਬੇਸ਼ੱਕ ਵਕਤੀ ਤੌਰ ‘ਤੇ ਚੰਡੀਗੜ• ਨੂੰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਦੀ ਸਾਂਝੀ ਰਾਜਧਾਨੀ ਵਜੋਂ ਪ੍ਰਵਾਨ ਕੀਤਾ ਹੋਇਆ ਹੈ ਪਰ ਇਸ ਕੇਂਦਰੀ ਸ਼ਾਸ਼ਤ ਪ੍ਰਦੇਸ਼ ਉਤੇ ਪੰਜਾਬ ਦਾਕਾਨੂੰਨਨ ਹੱਕ ਹੈ ਕਿਉਂਕਿ ਪੰਜਾਬ ਦੇ ਵਸਦੇ-ਰਸਦੇ 28 ਪਿੰਡਾਂ ਨੂੰ ਉਜਾੜ ਕੇ ਕਰੀਬ 30,000 ਹਜਾਰ ਏਕੜ ਰਕਬੇ ਉਪਰ ਵਸਾਇਆ ਇਹ ਸ਼ਹਿਰ ਸਿਰਫ ਪੰਜਾਬ ਦੀ ਰਾਜਧਾਨੀ ਵਜੋਂ ਹੀ ਉਸਾਰਿਆ ਗਿਆ ਸੀ।ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਸ ਵੇਲੇ ਚੰਡੀਗੜ• ਵਿੱਚ ਮਾਂ-ਬੋਲੀ ਦੀ ਇਹ ਦਸ਼ਾ ਹੈ ਕਿ ਕਿਸੇ ਵੀ ਦਫਤਰ ਵਿੱਚ ਪੰਜਾਬੀ ਦਾ ਨਾਮੋ-ਨਿਸ਼ਾਨ ਨਹੀਂ, ਕਿਤੇ ਵੀ ਪੰਜਾਬੀ ਦਾ ਬੋਰਡ ਨਹੀਂ ਸਗੋਂ ਇੱਥੇ ਵਸਦੇ ਬਹੁ-ਗਿਣਤੀ ਪੰਜਾਬੀਭਾਈਚਾਰੇ ਉਪਰ ਜਾਣ-ਬੁੱਝ ਕੇ ਹਿੰਦੀ ਠੋਸੀ ਜਾ ਰਹੀ ਹੈ। ਉਨ•ਾਂ ਕਿਹਾ ਕਿ ਰਾਜ ਪੁਨਰਗਠਨ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਪੂਰੇ ਦੇਸ਼ ਵਿੱਚ ਪਿੱਤਰੀ ਰਾਜਾਂ ਨੂੰ ਹੀ ਹੱਕ ਅਨੁਸਾਰ ਪਹਿਲਾਂ ਤੋਂ ਸਥਾਪਿਤ ਰਾਜਧਾਨੀ ਦਿੱਤੀ ਗਈਹੈ ਪਰ ਅਜ਼ਾਦ ਭਾਰਤ ਅੰਦਰ ਪੰਜਾਬ ਦੀ ਇਹ ਨਿਵੇਕਲੀ ਉਦਾਹਰਣ ਹੈ ਕਿ ਜਿੱਥੇ ਦੋ ਰਾਜਾਂ ਦੀ ਇੱਕੋ ਸਾਂਝੀ ਰਾਜਧਾਨੀ ਅਤੇ ਇੱਕ ਹੀ ਸਾਂਝੀ ਹਾਈਕੋਰਟ ਹੋਵੇ।             ਉਨ•ਾਂ ਪੰਜਾਬ ਸਰਕਾਰ, ਸਮੂਹ ਰਾਜਸੀ ਧਿਰਾਂ, ਸਮਾਜਿਕ ਅਤੇ ਧਾਰਮਿਕ ਸੰਸਥਾਵਾਂ ਸਮੇਤ ਲੇਖਕਾਂ ਅਤੇ ਬੁੱਧੀਜੀਵੀਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਹੈ ਕਿ ਉਹ ਰਾਜਧਾਨੀ ਵਿੱਚ ਮਾਂ-ਬੋਲੀ ਨੂੰ ਬਣਦਾ ਹੱਕ ਅਤੇਰੁਤਬਾ ਦਿਵਾਉਣ ਲਈ ਜੰਗੀ ਪੱਧਰ ‘ਤੇ ਚਾਰਾਜੋਈ ਕਰਨ ਤਾਂ ਜੋ ਦੌਰਾਨ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਚੰਡੀਗੜ ਵਿੱਚ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਨੂੰ ਪੂਰਨ ਰੂਪ ਵਿੱਚ ਲਾਗੂ ਕਰਵਾਉਣ ਲਈ ਸਰਵਸੰਮਤੀ ਨਾਲ ਪਾਸ ਕੀਤੇਮਤਿਆਂ ਨੂੰ ਲਾਗੂ ਕਰਵਾਇਆ ਜਾ ਸਕੇ।
